特朗普上任百日,对内任意推动总统行政命令,遭美司法制度反弹,对外叫嚣吞并加拿大,通过助俄抑乌调停俄乌战争,破坏美欧关系。
美国总统特朗普的百日新政已经遭遇内外困境,前景十分堪忧。就内政而言,虽然因为少数派领袖舒默等人的“倒戈”,参院通过了防止政府关门的预算,但副总统万斯首次代表特朗普团队承认马斯克领军的政府效率部在裁减联邦雇员的过程中犯下错误,而地方联邦法官在阻止削减多达二十亿美元的对外援助款之后,又裁决要求白宫恢复农业、能源、内政、财政、国防和退伍军人事务等六个联邦机构的解雇工人,也让白宫遭遇司法系统的强力反弹。
此外,虽然特朗普“罕见”视察司法部,碎碎叨叨七十分钟炫耀胜利之外,也扬言对政敌进行报复,但司法独立这一美国先贤制定的三权分立原则,正在成为遏制特朗普通过任意推动总统行政命令避开立法机关制约的最后一道屏障。也因为如此,展现对特朗普破坏宪政行为说不的最高法院大法官,甚至是保守派大法官,比如首席大法官罗伯茨和特朗普第一任期提名的女性大法官巴雷特,已经成为马斯克和MAGA运动追随者的攻击对象。尽管如此,在美国出生地公民权和剥夺绿卡持有者基本权力等关键案件上,无论保守派还是自由派,法官们正在超越政治和意识形态的立场制约,从避免“宪政危机”的角度,成为特朗普横冲直撞的防护栏和守门员。
有趣的是,随着特朗普肆意解雇联邦公务员达十万人之多,而司法程序发挥关键遏制作用,导致美国年轻精英申请就读名校法学院的人数剧增。据法学院招生委员会(LSAC)的数据,目前已经有将近六万三千名申请人,超过往年达两成以上,其中乔治城大学法学院六百五十人的招生名额竟然有一万四千人申请,大部分的录取名单将在五月出炉。有申请者陈述申请理由,称只有“法律能阻止政府滥用权力并保护人民不失去权利和自由”。
但在外交上,由于事属总统权力范围,特朗普错误施政带来了“危机难遇有效刹车”的困窘,而特朗普团队和共和党国会已经自我矮化,将特朗普视为伟(大)光(荣)正(确)的“美国救世主”,除了溜须拍马还是溜须拍马,任由特朗普把最有利于美国的战后国际秩序、尤其是八十年建立的价值系统彻底颠覆,让美国陷入孤立主义加盲目领土扩张的特朗普版“帝国主义”,从而让美国在关税战和俄乌战争这两个深刻影响世界未来的全球博弈中,沦为世界的乱源,也让美国作为西方世界领袖的地位岌岌可危。
加拿大新总理持续反抗
在特朗普四月初发布针对全世界的“对等关税”之前,美国在关税战的前哨战中,竟然锁定邻国加拿大和墨西哥,作为针对最大对手中国的“陪绑”,开启了一轮极为怪异的关税战。尤其针对美国最亲密的盟友加拿大,特朗普不但打关税战,还反复强调这场关税战的目的是最终消灭美加数千公里“人工划出来”的边界线,把加拿大变成美国的第五十一个州。或许特朗普从邓小平的一国两制中“得到灵感”,他还公开宣称,加拿大美丽的国歌可以继续放,但要成为美国的一部分。不仅如此,特朗普除了一日三变的关税威胁之外,对抵制美国的百万加拿大候鸟族展开报复,他依据“保护美国人民免遭入侵”的总统行政命令,要求南下美国滞留三十天以上的加拿大人必须登记,不然就要遭遇民事处罚,甚至刑事处罚。
特朗普对加拿大的关税压力和领土吞并野心,彻底激发起加拿大人的国家认同感。被特朗普和白宫大吃豆腐的加拿大总理杜鲁多在发表了一个呼吁加拿大人绝不妥协的告别演说后,在上周五(三月十四号)去职。而在联邦执政自由党选举中,以创纪录高票当选党魁的世界著名经济专家、具有加拿大英格兰两国央行行长辉煌履历的马克·卡尼立刻接任加拿大第二十四任总理,他在就职感言中暗示特朗普是目前加拿大人的最大危机,誓言:“无论以何种形式,我们都不会成为美国的一部分。从根本上说,我们是一个完全独立的国家。”
为了在即将来临的联邦大选中赢得最多选民授权,卡尼一上台就废除了杜鲁多政府执政的标志“消费者碳税”,并将杜鲁多三十七个部长的大政府缩小到二十三人的战斗政府,不但有效切割与杜鲁多的牵连,更通过此举来应对特朗普和联邦大选。
卡尼还霸气宣布,只要美国不放弃对加拿大的关税,加拿大将按照既定计划,逐渐对美国进入加拿大的商品征收反击关税。同时,卡尼也宣布,上任后首次出访将不按照传统选择美国,而选择英国和法国,目的是强化加拿大与欧洲的关系,共同对付美国关税战和乌克兰和平谈判。
这样一来,舆论喧嚣的“加拿大可能加入欧盟”的策略调整传闻变得更加甚嚣尘上。而一直被批评对特朗普吞并加拿大保持沉默的英国国王查理三世也终于打破沉默,通过穿上加军军服以及向加拿大高级议会官员赠送一把仪式用剑,来表达加拿大象征国家元首对特朗普的吞并威胁不会袖手旁观,此举被国际舆论解读为就是暗中挺加。
事实上,特朗普朝令夕改的对加拿大关税和领土觊觎,已经让高唱保家卫国的联邦自由党支持率从谷底翻身,形成了对两年来始终处于优势领先地位的联邦保守党的逆势上扬,双方差距已经接近民调的误差范围。卡尼已经成功将加拿大民众对杜鲁多近十年执政的厌恶,转变成对他这个“政治素人”用“经济专业”击败特朗普的“期待”。换句话说,特朗普的持续霸凌挽救了加拿大执政自由党的政治生命,而自由党的 “坚决抗战”正在逐渐激发加拿大人的国家意识感和“救亡图存”的战斗心理。民调显示,半数以上的加拿大人拒绝加入美国,并誓言支持政府用各种方法反击,其中包括拒买美国货。

Domestic Resistance and Judicial Pushback
Trump's early policies have run into severe opposition, both politically and legally. Although Senate Minority Leader Schumer and a few defectors allowed the passage of a budget to prevent a government shutdown, the administration’s aggressive layoffs of federal employees have led to serious backlash. Vice President Vance admitted that Musk-led government efficiency reforms had mishandled workforce reductions, and federal judges have ordered the White House to reinstate thousands of employees across multiple departments, including Agriculture, Energy, Interior, Treasury, Defense, and Veterans Affairs.
Trump’s attempts to sidestep legislative oversight through executive orders have been met with legal resistance. Despite his boasts during an unusual visit to the Department of Justice, even conservative Supreme Court justices, such as Chief Justice Roberts and Justice Barrett—whom Trump himself nominated—have stood as barriers against his constitutional overreach. Meanwhile, Musk and the MAGA movement have targeted these justices with criticism, underscoring a growing rift between Trump loyalists and institutional conservatives.
Interestingly, Trump's sweeping dismissals of federal employees have sparked a surge in law school applications from young Americans eager to counterbalance government overreach. According to LSAC data, applications have surged by over 20%, with Georgetown Law alone receiving 14,000 applications for just 650 spots. One applicant noted, “Only the law can prevent the abuse of power and protect our rights and freedoms.”
Foreign Policy: Unchecked Power, Rising Global Concerns
While the judiciary provides some checks on Trump’s domestic agenda, his foreign policy decisions, falling largely under presidential authority, have unfolded with fewer constraints. His actions have increasingly alienated allies and emboldened adversaries, throwing global stability into jeopardy. Trump’s unilateral approach has dismantled long-standing international alliances, pushing the U.S. into a dangerous mix of isolationism and imperialist expansion.
Canada’s New Prime Minister Fights Back
Before Trump launched his so-called “reciprocal tariff” policy against the world, he first targeted America’s closest allies—Canada and Mexico—dragging them into his trade war against China. His trade policies have not only imposed heavy tariffs on Canadian goods but also signaled an outright intent to erase the U.S.-Canada border and incorporate Canada as the 51st U.S. state. Trump went as far as suggesting that Canada could “keep its beautiful national anthem” but must ultimately become part of the U.S.
Trump’s aggressive posturing has ignited a surge of Canadian nationalism. Following his threats, Canadian Prime Minister Justin Trudeau resigned after delivering a defiant farewell speech. His successor, Mark Carney—a renowned economist and former governor of the Bank of England and the Bank of Canada—swiftly took office as Canada’s 24th Prime Minister, making it clear that “Canada is an independent nation and will never become part of the United States.”
To counter Trump’s economic warfare, Carney wasted no time in rolling back Trudeau-era policies, including the consumer carbon tax, while downsizing the federal cabinet from 37 ministers to 23. He also vowed to implement retaliatory tariffs against the U.S. if Trump’s trade war continued. In a symbolic break from tradition, Carney announced that his first official visits as Prime Minister would be to the UK and France—not the U.S.—to reinforce Canada’s ties with Europe.
These moves have fueled speculation that Canada could seek closer economic integration with the European Union, perhaps even joining it in some capacity. The growing tensions have also prompted a rare response from King Charles III, who signaled his symbolic support for Canada’s sovereignty by wearing a Canadian military uniform and presenting an honorary sword to senior Canadian officials.
Trump’s Aggression Boosts Canadian Nationalism
Trump’s ongoing pressure on Canada has unexpectedly revitalized the country’s ruling Liberal Party, which had been struggling under Trudeau. Public support for Carney’s administration is rising, and polls indicate that over 50% of Canadians oppose any move toward U.S. annexation. Calls for boycotting American goods are growing, and even Canada’s conservative politicians—who have traditionally leaned pro-American—are now aligning against Trump’s economic aggression.
Even within the U.S., Trump’s hardline stance has drawn criticism from both Republican and Democratic establishment figures, as well as from Wall Street elites. The nominee for U.S. Ambassador to Canada, Pete Hoekstra, was even forced to acknowledge in his Senate confirmation hearing that “Canada is a sovereign country, and I do not know why President Trump views it as a 51st state.”

Trump’s relentless trade wars, diplomatic bullying, and reckless policy shifts are not only reshaping U.S.-Canada relations but also undermining America’s global leadership. His meddling in the Russia-Ukraine war, coupled with his willingness to abandon traditional allies, signals a dramatic shift that could push the world toward further instability.
As tensions escalate, one thing is clear: Trump’s vision of “America First” is increasingly being seen as a policy of “America Alone.” His unchecked ambitions threaten not just the fabric of U.S. democracy but also the stability of the global order. The coming months will determine whether America can navigate these turbulent waters—or if Trump’s leadership will lead to an unprecedented geopolitical crisis.
